EATAM held its
first workshop on "HIV/AIDS Treatment Literacy" in May 2005 in Dar-es-Salaam, Tanzania, which brought together over 70 representatives from PLWHA networks, representatives from organizations providing treatment/training to healthcare workers and counsellors and advocates of treatment access. At the workshop, the participants discussed core competencies required to provide ART. Consensus was reached that defining competencies as a set of specific tasks was useful for reviewing the quality of existing training materials, developing additional training materials, designing assessments and identifying potential expanded roles for the community.
Core Activities from Workshop
- Participants drew up criteria for selection of a steering committee that would act as a governing body for the movement.
- Participants selected Country Representatives to sit in the EATAM Steering Committee.
- Participants drew up criteria for Collaborative Fund Community Review Panel.
The members of the EATAM steering Committee were charged with the responsibility of selecting a Community Review Panel (CRP) for the grant making process
SUCCESSES
1. GRANT- MAKING PROCESS
The Steering Committee met in July 2005 in Nairobi where they selected a CRP and an Interim Co-ordinator.
The Co-ordinator developed funding priorities, Criteria, Completed the election of the steering committee as there was agreement to select a youth representative into the committee.
Following the funding priorities and criteria developed, EATAM announced its Call for Proposals inviting Community Based Organisations (CBOs) within the Eastern African Countries to apply for a funding of upto US$ 10,000.
After the deadline for sending in proposals, 60 proposals were received. The CRP met in late October 2005 and selected 24 grantees for the 2005-2006 grant-making.
All the grantees are community based organisations who are implementing treatment literar activities based on the funding priorities given to them.
The grantees were given technical assistance in completing the Tides Foundation Non-Equivalency forms and also in getting the wire transfers to their accounts and to the accounts of fiscal sponsors where the organisations did not have their own accounts.
Because the organisations are community based we strive to always build their capacity and EATAM have supported them in collaborating with already well established local and international organisation to provide capacity and technical support where appropriate.

Example 1: MCDI
This organisation has trained healthcare workers, clinicians pharmacists and social workers on treatment and HIV/AIDS. During one of the workshops, the pharmacists, from Kibera slums (one of the hardest hit areas and the largest slum in Eastern Africa) learnt what to do when a patient comes to them whom they suspect is HIV positive. Because of stigma, many patients go to the pharmacy to buy over the counter medication without proper medical examination and prescription, they were taught on the different medications for treating opportunistic infections. There is follow-up currently being carried out to see the impact of the workshops.
2. EATAM ADVOCACY INITIATIVES
In 2005 there was an vigorous abstinence only campaign in Uganda which saw the shortage of condoms throughout the country. Member of EATAM took initiative and worked to counter these efforts. Through the ITPC list other organisations, both international and local, and individuals wrote letters to the Uganda government condemning the move and issue was resolved.
In Kenya, the Global Fund was going to withdraw HIV funding, putting the lives of thousands of HIV positive people at risk as the government had failed to provide accountability for the funds previously provided.
The PLWHA in Kenya pressured the government to provide these reports showing commitment and need for access to treatment and care.
There have been several other initiatives in all the countries, where EATAM are lobbying both local and international pharmaceutical companies, governments and donor community to join in making universal access a reality.
3. ON GOING INITIATIVES
- EATAM participated in the ITPC Missing the Target report.
- EATAM is currently working on a budget tracking to evaluate what percentage of the government moneys are earmarked for expenditure on HIV/AIDS and how much is actually spent.
- EATAM is also working with other stakeholders to ensure that any HIV/AIDS Bills being tabled in parliament will actually be passed into Law to benefit PLWHAs
- We continue to work in solidarity with other ITPC members in different initiatives in their countries.
CHALLENGES
INFRASTRUCTURE
Many of the organisations receiving funding from the Collaborative Fund work with grass roots people and in areas where there is great need and little access. community and some are located in rural areas where there is no internet or phone access. This makes communicating to them or reaching them for technical assistance a challenge,
The CRP in the region decided to bring all the grantees together for information sharing and capacity building and this workshop is being held on 1-3
rd August.
FINANCIAL CONSTRAINTS
EATAM started a grant-making process which has been received very well by many communities. There is an increasing number of organisations sending in applications for funding, however, this year we are not able to provide the small grants for continuation of the grant-making that we started, many of our organisations need to continue the programmes they have started to realise greater impact.
